The federal government invoked the War Measures Act in response to the kidnapping of two politicians by members of the FLQ in Québec. Under the emergency regulations, membership in the FLQ was outlawed, basic liberties suspended, and arrests and detentions authorized without charge. More than 450 people were detained, and most were eventually released without any charges. It remains the only invocation of the Act in peacetime.
