Judith is the President of Judith Moses Consulting. She held many positions in the federal government including as Assistant Deputy Minister, Policy and Communications in the Public Service Commission, Director General Labour of Market Outlook and Sector Analysis in Employment and Immigration, Director of Intergovernmental Affairs at Indian and Northern Affairs and Director General of Youth Affairs. Earlier, she joined the Department of External Affairs. She worked under three Prime Ministers in the Privy Council Office, and lastly served as Senior Assistant Deputy Minister of Agriculture and Agri-food Canada. She served on numerous federal task forces such as Task for on Public Service Values and Ethics, the Future of the Public Service and as Task Force Lead, Coordination of Federal Activities in the Regions.
She went on to several careers thereafter including in the Cabinet Office of the Government of Ontario where she led a review of central agencies. She co-founded an Ottawa-based government relations firm, McLaughlin-Moses Strategic Advisory Services and served as Vice President with the Institute on Governance. She was a candidate for the federal election of 2008 and 2009 provincial nomination.
Judith serves on boards of the National Ballet School of Canada, the Anishnawbe Health Foundation and St. Stephen’s University in New Brunswick. She holds the elected the position of Deputy Prolocutor, Anglican Church of Canada and chairs its Jubilee Commission and strategic planning group.
Judith holds a BA from the University of Guelph and studied at the Oxford Centre for Management Studies. She was born on the Six Nations Indian Reserve in Ontario. She currently resides in New Brunswick and is married to Peter Lyman. They have three adult sons, Matthew, Nathaniel and Sebastian.
